20-Mar-2023: Success of AMRUT

Atal Mission for Rejuvenation and Urban Transformation (AMRUT) under the Ministry of Housing and Urban Affairs, launched on June 2015 has been subsumed under AMRUT 2.0 launched by the Government of India on 1st October, 2021 under which funding for all ongoing and eligible projects of AMRUT will continue till 31st March, 2023.

Under AMRUT, States have been empowered to select, apprise, propose and after approval from Apex Committee of Ministry of Housing & Urban Affairs (MoHUA), implement projects within the broad framework of AMRUT Mission. Further, AMRUT guidelines have specific provisions for formation of State High Powered Steering Committee (SHPSC), headed by the Chief Secretary of the State, to monitor and supervise the implementation of the scheme at the State level.

Further, the Apex Committee constituted under the ambit of Mission guidelines also reviews, monitors & supervises the AMRUT Mission periodically. So far, 27 Apex Committee meetings have been conducted to approve, review & monitor AMRUT projects. For assessment and monitoring of work done under AMRUT in the States/ UTs, dedicated Independent Review and Monitoring Agencies (IRMAs) have been setup in all the Mission States/UTs. There is a dedicated AMRUT portal for tracking the progress of projects provided by the States/UTs. National Mission Directorate is also providing hand holding support to the States/ UTs and ULBs from time to time to resolve issues and eliminate bottlenecks for timely completion of projects. This has also resulted in capacity building of States/ULBs and thus achieved significant progress under the AMRUT Scheme. NITI Aayog has also conducted a third-party review for Centrally Sponsored Schemes including AMRUT. The report has been published in February 2021 and found satisfactory.

In addition, Ministry of Housing and Urban Affairs has approved State Annual Action Plans (SAAPs) of all the States/Union Territories (UTs) amounting to ₹77,640 crore for the entire Mission period, which includes committed Central Assistance (CA) of ₹35,990 crore.  So far, States/UTs have grounded 5,882 projects worth ₹82,565 crore, of which 4,802 projects worth ₹35,932 crore have been completed, contracts have been awarded and work in progress for 1,080 projects worth ₹46,632 crore. Further, overall works worth around ₹69,219 crore have been physically completed and expenditure of ₹61,980 crore has been incurred. Till date, 137 lakh water tap connections and 105 lakh sewer connections (including households covered through Faecal Sludge and Septage Management- FSSM) have been provided through AMRUT & convergence against targeted 139 lakh water connections and 145 lakh sewer connections respectively. Total Sewage treatment capacity of 6,347 Million Liters Per Day (MLD) is being developed through AMRUT projects. Of which, 2,840 MLD sewage treatment capacity has been created & 1,437 MLD capacity has been developed for recycle/reuse. AMRUT has led to development of 2,322 park projects adding 4,512-acre of green spaces. Additionally, 908-acre of green spaces will be added through ongoing park projects. 692 Storm Water Drainage projects have been completed under AMRUT. This has resulted in elimination of 2,960 water logging points and another 801 water logging points are in progress of elimination. In order to promote the environment-friendly mode of transport and infrastructure, 273 Green Mobility projects have been successfully completed. Against Central share of ₹35,990 crore for projects, ₹31,784 crore have been released so far.

The Mission focuses on development of basic infrastructure, in the selected cities and towns, in the sectors of water supply; sewerage and septage management; storm water drainage; green spaces and parks; and non-motorized urban transport. A set of Urban Reforms and Capacity Building have been included in the Mission.

Ministry of Housing and Urban Affairs has approved State Annual Action Plans (SAAPs) of all the States/Union Territories (UTs) amounting to ₹77,640 crore for the entire Mission period, which includes committed Central Assistance (CA) of ₹35,990 crore.  So far, States/UTs have taken up 5,873 projects worth ₹82,222 crore, of which 4,676 projects worth ₹32,793 crore have been completed, and another 1,197 projects worth ₹49,430 crore have been grounded which are at various stages of implementation. Further, overall works worth around ₹66,313 crore have been physically completed and expenditure of ₹59,615 crore has been incurred.

Till date, 134 lakh water tap connections and 102 lakh sewer connections (including households covered through Faecal Sludge and Septage Management - FSSM) have been provided through AMRUT & in convergence with other schemes against targeted 139 lakh water connections and 145 lakh sewer connections respectively.

AMRUT Mission has been subsumed under AMRUT 2.0, which was launched on 01st October, 2021and ongoing projects of AMRUT 1.0 will be funded with CA till 31st March, 2023.

Atal Mission for Rejuvenation and Urban Transformation (AMRUT) 2.0 scheme, which has been launched on 01 October, 2021 for the period of 05 years i.e. from the financial year 2021-22 to the financial year 2025-26, is designed to provide universal coverage of water supply through functional taps to all households in all the statutory towns in the country and coverage of sewerage/septage management in 500 cities covered in first phase of the AMRUT scheme.

AMRUT 2.0 will promote circular economy of water through development of City Water Balance Plan (CWBP) for each city focusing on recycle/reuse of treated sewage, rejuvenation of water bodies and water conservation. It will help cities to identify scope for projects focusing on universal coverage of functional water tap connections, water source conservation, rejuvenation of water bodies and wells, recycle/reuse of treated used water, and rainwater harvesting. Based on the projects identified in CWBP, Mission envisages to make cities ‘water secure’ through circular economy of water.

Mission also has a reform agenda on ease of living of citizens through reduction of non-revenue water, recycle of treated used water, rejuvenation of water bodies, augmenting double entry accounting system, urban planning, strengthening urban finance etc.

Other components of AMRUT 2.0 are:

  1. Pey Jal Survekshan to ascertain equitable distribution of water, reuse of wastewater, mapping of water bodies and promote healthy competition among the cities /towns.
  2. Technology Sub-Mission for water to leverage latest global technologies in the field of water.
  3. Information, Education and Communication (IEC) campaign to spread awareness among masses about conservation of water.

The total indicative outlay for AMRUT 2.0 is ₹2,99,000 crore including Central share of ₹76,760 crore for five years. This outlay includes funding of ₹22,000 crore (₹10,000 crore as Central Assistance) for ongoing projects of AMRUT till March 2023.

Against Central share of ₹35,990 for projects, ₹31,198 crore has been released so far. Overall, ₹37,533 crore has been released under various components of AMRUT such as projects, Administrative &Office Expenses, Reforms incentive, JnNURM (erstwhile) projects and sub schemes of Geographical Information System (GIS) and Local Area Plan & Town Planning Scheme (LAP-TPS).

Till date, 134 lakh water tap connections and 102 lakh sewer connections (including households covered through FSSM) have been provided through AMRUT & convergence against targeted 139 lakh water connections and 145 lakh sewer connections respectively.

Total Sewage treatment capacity of 6,340 MLD is being developed through AMRUT projects. Of which, 2,840 MLD sewage treatment capacity has been created, & 1,437 MLD capacity has been developed for recycle/reuse.

AMRUT has led to development of 2,299 green parks adding 4,480-acre of green space. Additionally, 951-acre of green space will be added through ongoing park projects.

666 Storm Water Drainage projects have been completed under AMRUT. This has resulted in elimination of 2,434 water logging points and another 1,307 water logging points are in progress of elimination.

More than 250 Green Mobility projects have also been completed to promote environment-friendly mode of transport and infrastructure.

Achievements through reform component of AMRUT:

Urban reforms are a core agenda under AMRUT spread over a set of 11 reforms comprising 54 milestones. ₹1,884.86 crore has been awarded as incentive to 25 States/UTs for reform implementation.

For promoting energy conservation, 97 lakh out of 101 lakh identified conventional streetlights have been replaced with energy efficient LEDs leading to energy savings of 212 crore units per annum and reduction in CO2 emission by 16.93 lakh tons per annum.

To make cities credit worthy, Credit rating work has been completed in 470 cities. 164 cities have received Investible Grade Rating (IGR), including 36 cities.

₹3,940 crore has been raised through municipal bonds by 11 Urban Local Bodies (ULBs) namely Ahmedabad, Amravati (AP), Bhopal, Ghaziabad, Hyderabad, Indore, Lucknow Pune, Surat, Vadodara and Visakhapatnam. ₹227 crore has been released as incentive to these ULBs for bonds issuance.

Online Building Permission System (OBPS) has been made operational in 2,465 towns including 457 AMRUT cities to facilitate online issuance of construction permits. This has resulted in improvement of India’s ranking in Ease of Doing Business (EODB) in construction permits to 27 from 181 in World Bank’s Doing Business Report (DBR) 2020 in the year 2018.

GIS based Master Plan will be prepared for 461 AMRUT cities which will result in efficient urban governance through various layers such as property tax, water and sewage coverage etc. Final plans have been prepared for 148 towns and draft plans are ready for another 135 towns.

To improve the capacities of States/cities in urban planning to promote land use efficiency and prevent urban sprawl, pilot scheme on implementation of Local Area Planning and Town Planning Scheme (LAP/TPS) has been taken up in 25 cities. Of these, 12 cities have completed their draft LAP-TPS.

Till date in 485 AMRUT cities, 134 lakh water tap connections and 102 lakh sewer connections [including households covered through Faecal Sludge and Septage Management (FSSM)] have been provided through AMRUT & convergence against targeted 139 lakh water connections and 145 lakh sewer connections respectively considering base year 2011.

AMRUT has been extended to achieve its objective & subsumed under AMRUT 2.0 till 31stMarch 2023. State/UTs have to complete AMRUT projects by 31stMarch 2023.

Urban Development including urban planning and urban water supply is a State subject. Ministry of Housing and Urban Affairs supplements the efforts of the States/ULBs in these sectors through its various flagship programmes.

Under AMRUT, priority is given to assured water supply by the State/UTs while selecting projects. To ensure quality of water the water supply component includes new, augmentation and rehabilitation of water supply system; rejuvenation of water bodies for drinking water supply and special water supply arrangement for difficult areas, hills and coastal cities, including those having water quality problem.

In addition, Atal Mission for Rejuvenation and Urban Transformation (AMRUT) - 2.0 scheme has been launched on 1st October, 2021 for the period of 05 years i.e. from the financial year 2021-22 to 2025-26. AMRUT 2.0 envisages to make all notified statutory towns & the cities of the country ‘water secure’. Sustainability of quality of water supply is an admissible component of project. Also continuous (24x7) pressurized water supply systems with

‘Drink from Tap’ facilities shall prevent the contamination of drinking water in the pipelines and make the water fit for consumption. AMRUT 2.0 Mission promotes this (24x7) water supply with ‘Drink from tap’ facility in the selected wards which will be evaluated on parameters of quality, accessibility and availability of water. Through Pey Jal Survekshan ULBs are being assessed for compliance of service level benchmarks with respect to quality, quantity and coverage. Further, Mission will create awareness through community participation and Information, Education &Communication (IEC) activities with respect to quality. Concerted efforts will be made to train women to test water quality in all the cities and women Self Help Groups (SHGs) will also be involved in water quality testing.

7-Apr-2022: AMRUT focuses on development of basic urban infrastructure which includes sewerage & septage management and storm water drainage

To complement the efforts of States/UT Governments, the Atal Mission for Rejuvenation and Urban Transformation (AMRUT) being implemented by the Ministry of Housing and Urban Affairs (MoHUA) in 500 cities and towns focuses on development of basic urban infrastructure which includes sewerage & septage management and storm water drainage. Under AMRUT Mission, States/Union Territories (UTs) have taken up 799 projects worth ₹2,952 crores for elimination of 3,770 water-logging points. So far, 633 projects worth ₹1,180 crore have been completed which has resulted in elimination of around 2,300 water-logging points.

Water logging is caused by many factors including unplanned urbanization. Management of water logging falls under the purview of the concerned State / Union Territory (UT) as urban planning including town planning is one of the functions of the Urban Local Body as enumerated in the Twelfth Schedule of the Constitution of India. The data relating to economic loss and deaths due to water logging is not maintained by MoHUA.

MoHUA has published a Manual on Storm Water Drainage Systems - 2019 for the guidance of States/UTs. This manual covers aspects of sustainable design, planning and management of storm water drainage in urban areas.

31-Mar-2022: AMRUT 2.0 aims to provide water supply through functional taps to all households in statutory towns and coverage of sewerage/septage management

The Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0) scheme was launched on 01 October, 2021 for the period of 05 years i.e. from the financial year 2021-22 to the financial year 2025-26. AMRUT 2.0 is designed to provide universal coverage of water supply through functional taps to all households in all the statutory towns in the country and coverage of sewerage/septage management in 500 cities covered in the first phase of the AMRUT scheme.

The total indicative outlay for AMRUT 2.0 is ₹2,99,000 crore including Central outlay of ₹76,760 crore for five years. This outlay includes funding of ₹22,000 crore (₹10,000 crore as Central Assistance) for ongoing projects of AMRUT till March 2023.

The approved plan size of UT of Puducherry under AMRUT scheme is ₹64.91 crore for the entire Mission period which is fully funded through Central share. A total of three cities of UT of Puducherry have been covered under AMRUT.  So far, ₹44.09 crore has been released for project implementation against which Utilization Certificates (UCs) of an amount of ₹32.68 crore have been received.

So far, UT of Puducherry has taken up 24 projects worth ₹60.52 crore under AMRUT, of which 15 projects worth ₹19.41 crore have been completed, 6 projects worth ₹25.03 crore are under implementation and 3 projects worth ₹16.08 crore are under tendering.  So far, works worth ₹36.65 crore have been physically completed.

14-Mar-2022: Sub-scheme on ‘Formulation of GIS based Master Plan for AMRUT Cities’ has been approved to facilitate States and cities to take up Master Planning

Urban development including urban planning comes under the purview of State Government. The Ministry of Housing and Urban Affairs (MoHUA) supports States/ Union Territories by issuing advisories, design standards and schematic interventions for optimal use of technology for integrated urban planning.

Under Atal Mission for Rejuvenation and Urban Transformation (AMRUT), a sub-scheme on ‘Formulation of GIS based Master Plan for AMRUT Cities’ has been approved to facilitate States and cities to take up Master Planning and is being implemented in 456 towns of 35 States/ UTs.

Further, Ministry of housing and Urban Affairs has launched AMRUT 2.0 on October 1, 2021 under which a sub-scheme on ‘Formulation of GIS based Master Plans for Class-II towns with the population 50,000 - 99,999’ has been proposed with the objectives to develop standardized base maps, land use maps, master plans, and urban geo-portal using Geographical Information System (GIS).

3-Feb-2022: 500 cities will be covered in first phase of the AMRUT scheme

As on date, cities are at the stage of gap assessment under CWBP and project identification for City Water Action Plan (CWAP). Seminars for CWBP have been conducted from 24November 2021 to 13 January 2021with all the 36 States/ Union Territories (UTs). So far, 3,693 cities in 31 States/ UTs have initiated CWBP. Of this, 1,751 cities in 16 states have submitted CWBP.

The total indicative outlay for AMRUT 2.0 is ₹2,99,000 crore including Central share of ₹76,760 crore for five years. This outlay includes funding of ₹22,000 crore (₹10,000 crore as Central Assistance) for ongoing projects of AMRUT till March 2023.

A total of 124 statutory towns in the State of Andhra Pradesh and 143 statutory towns in the State of Telangana have been covered under AMRUT 2.0 .  So far, cities have prepared CWBPs and formulation of projects have started at city level.

Under reforms agenda of Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0), reforms on water conservation envisages recycle of treated wastewater to meet 20% of the total city water demand and 40% of industry water demand in aggregate at the state level.

Government of India has launched AMRUT 2.0 on 01October 2021 for 5 years from 2021-22 to 2025-26.  AMRUT 2.0 is designed to provide universal coverage of water supply to all households through functional taps in all statutory towns and coverage of sewerage/septage management in 500 AMRUT cities. Making the cities ‘water secure’ and thereby enhancing ease of living of citizens is major objective of the Mission.

AMRUT 2.0 has been envisaged to promote circular economy of water through development of city water balance plan for each city focusing on recycle/reuse of treated sewage, rejuvenation of water bodies and water conservation. Under Sewerage component of the AMRUT2.0 for 500 AMRUT cities, tertiary treatment with end-to-end reuse plan (preferably in Public Private Partnership mode);provision/ augmentation and rehabilitation of sewerage systems with end-to-end treatment and reuse; tapping of used water for recycling; identifying the bulk users of recycled used water and facilitating sale of used water to potential users (e.g. industrial clusters such as textile/ leather/ paper/ power plants/ railways, etc.) are admission components.

2-Dec-2021: AMRUT 2.0 Target to provide 2.68 Crore tap connections and 2.64 Crore sewer connections
The salient features of Swachh Bharat Mission (SBM-U) 2.0, launched on 01st October, 2021, are:
i. All households and premises segregate their waste into “wet waste” (from kitchen and gardens) and “dry waste” (including paper, glass, plastic, and domestic hazardous waste and sanitary waste wrapped separately);
ii. 100% door to door collection of segregated waste from each household/ premise; 
iii. 100% scientific management of all fractions of waste, including safe disposal in scientific landfills; 
iv. All legacy dumpsites remediated;
v. All used water including faecal sludge, is safely contained, transported, processed and disposed so that no untreated faecal sludge and used water pollutes the ground or water bodies, in cities with less than one lakh population; 
vi. Phased reduction in use of single use plastic.
 
The salient features of AMRUT 2.0, launched on 01st October, 2021, are:
i. Universal coverage of water supply from 500 cities to about 4,800 statutory towns. 
ii. Focus on making the cities ‘self-reliant’ and ‘water secure’. 
iii. Universal coverage of sewerage and septage management in 500 AMRUT cities. 
iv. Target to provide 2.68 Crore tap connections and 2.64 Crore sewer connections. 
v. Focus on financial sustainability of Urban Local Bodies (ULBs) through enhanced credit worthiness and market borrowing. 
vi. ‘Pey Jal Survekshan’ will be undertaken in cities to promote healthy competition among them and function as monitoring tool and Mission accelerator. 
vii. Technology sub-Mission under AMRUT 2.0 will help in identifying proven and potential global technologies in water sector. 
viii. Entrepreneurship/ start-ups involved in low-cost indigenous equipments and processes will be encouraged.
 
SBM-U 2.0 and AMRUT 2.0 have been launched on 1st October, 2021. 
 
Out of 4372 Urban Local Bodies (ULBs), 4371 have been certified Open Defecation Free (ODF), except for one ULB of Purulia in West Bengal.
 
Under AMRUT Mission, launched on 25th June, 2015 in 500 cities, the objective was to improve the sewerage coverage and septage management and providing safe drinking water universally, in all ULBs with population of one lakh or more (as per Census 2011), all Capital cities, all Heritage City Development and Augmentation Yojana (HRIDAY) cities, identified cities on the stem of the main rivers, hill states, islands and tourist destinations. Now under AMRUT 2.0 all 500 cities will get universal coverage through sewerage/ septage.
 
Sewerage, septage management and recycle/ reuse of treated used water in cities with population less than one lakh, which are not covered under AMRUT, will be covered under SBM-U 2.0.
 
Sanitation being a State subject, it is the State Government which formulates its Action Plan for implementation of SBM-U in the State. Under SBM-U, Ministry of Housing & Urban Affairs (MoHUA) has released the Central Share (CS) assistance for implementation of the Action Plan submitted by the Government of Assam, which includes construction of Individual House Hold Latrine (IHHL), Community/ Public Toilet (CT/PT), Solid Waste Management (SWM), Capacity Building (CB) of the ULBs and also for carrying out Information Education Communication (IEC) and Public Awareness (PA) campaign.  The details of the status of financial and physical progress of SBM-U in Assam are at Annexure-II.
 
For making cities garbage free, under SBM-U a protocol has been launched for Star Rating of Garbage Free Cities (GFCs) in January, 2018, in order to institutionalize a mechanism for cities to achieve Garbage Free status, and to motivate cities to achieve higher degrees of cleanliness.
 
In the National Capital Region (NCR) of Delhi, New Delhi Municipal Council (NDMC) has been rated as 3 star ULB in 2019 and 5-star in 2021 in Garbage Free City (GFC) assessment. In the past, Delhi Cantonment achieved 1 star GFC rating in 2020.
 
Under AMRUT, steps taken to provide water supply to every household includes, taking-up of 1,345 water supply projects worth ₹ 42,206 Crore, of which 1,326 projects worth ₹ 41,847 Crore have been grounded. Out of the target of providing 139 lakh water tap connections  to achieve universal coverage, so far 114 lakh new water tap connections have been provided.
 
In NCR of Delhi, so far ten water supply projects worth ₹ 292 Crore have been taken up in the four ULBs, namely New Delhi Municipal Council (NDMC), East Delhi Municipal Corporation (EDMC), North Delhi Municipal Corporation (North DMC) and South Delhi Municipal Corporation (SDMC).  Of these nine projects of ₹ 262 Crores have been grounded.

12-Oct-2021: Cabinet approves the Atal Mission for Rejuvenation and Urban Transformation – AMRUT 2.0 till 2025-26

The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today approved the Atal Mission for Rejuvenation and Urban Transformation 2.0 (AMRUT 2.0) till 2025-26, as a step towards AatmaNirbhar Bharat and with aim of making the cities ‘water secure’ and ‘self-sustainable’ through circular economy of water. The cabinet understands that providing reliable and affordable water supply and sanitation services to urban households is a national priority. This will be achieved by providing functional tap connections to all households, undertaking water source conservation/ augmentation, rejuvenation of water bodies and wells, recycle/re-use of treated used water and rainwater harvesting.  The project shall lead to ease of living by providing piped water supply and sewerage / septage facility to urban households.

Atal Mission for Rejuvenation and Urban Transformation (AMRUT), first focused national water Mission was launched in June 2015 to facilitate ease of living to citizens in 500 cities by providing tap connections and sewer connections. So far, 1.1 crore household tap connections and 85 lakh sewer/ septage connections have been provided. 6,000 MLD sewage treatment capacity is being developed, of which 1,210 MLD capacity is already created, with provision for reuse of 907 MLD treated sewage. 1,820 parks with area of 3,600 acre have been developed, while another 1,800 acres of area is under greening. So far, 1,700 flooding points have been eliminated.

Taking forward the remarkable strides made under AMRUT, AMRUT 2.0, targets universal coverage of water supply by providing household tap connections in all 4,378 statutory towns. 100% coverage of household sewerage/ septage management in 500 AMRUT cities is other objective. Mission targets to provide 2.68 crore tap connections and 2.64 crore sewer/ septage connections to achieve the intended outcomes.

Total indicative outlay for AMRUT 2.0 is ₹ 2,77,000 crore including central share of ₹76,760 crore for five years from FY 2021-22 to FY 2025-26.

Mission will be monitored on a robust technology based portal. The projects will be geo-tagged. There will be an endeavor to make it a paper-less Mission. Cities will assess their water sources, consumption, future requirement and water losses through a city water balance plan. Based on this, city water action plans will be prepared which will be summed up as State Water Action Plan and will be approved by the Ministry of Housing and Urban affairs. The funds for the projects will be shared by Centre, State and ULBs. Central funds will be released to the States in three tranches based on allocation to the State as per State Water Action Plan.

Other key features of AMRUT 2.0 (U) include Pey Jal Survekshan which will encourage competition among cities for benchmarking urban water services. Mission will also encourage mobilization of market finance by mandating implementation of 10% of worth of projects in cities with population above ten lakh through Public Private Participation. Mission will also bring in the leading technologies in water sector in world through technology sub-Mission. Entrepreneurs/ start-ups will be encouraged in water eco-system. Information Education and Communication (IEC) campaign will be undertaken to spread awareness among masses about water conservation.

Mission has a reform agenda focussed towards financial health and water security of ULBs. Meeting 20% of water demand through recycled water, reducing non-revenue water to less than 20% and rejuvenation of water bodies are major water related reforms. Reforms on property tax, user charges and enhancing credit worthiness of ULBs are other important reforms. ULBs will be rewarded with incentive on accomplishing the reforms.

11-Feb-2021: Projects amounting to 78,910 crores grounded under AMRUT

Atal Mission for Rejuvenation and Urban Transformation (AMRUT) was launched on 25 June 2015 in 500 selected cities across the country.  The Mission focuses on the development of basic urban infrastructure in the sectors of water supply; sewerage and septage management; storm water drainage; non-motorised urban transport and development of green spaces and parks. Mission also mandates a set of 11 Reforms for all the Mission cities and Capacity Building activities for the Urban Local Bodies (ULBs).

Following are the achievements of AMRUT scheme:

  1. Projects amounting to ₹78,910 crores have been grounded.
  2. Work worth ₹47,703 crores have been carried out including completed projects worth ₹16,449 crores.
  3. 97 lakh water tap connection and 62 lakh sewer household connections have been provided under AMRUT and in convergence with other scheme.
  4. Sewer Treatment Plants (STPs) of capacity 1,090 MLD (Million Litre per Day) have been developed against the target of 6,000 MLD.
  5. 1,563 Water logging points eliminated against target of 2,804 points.
  6. 3,500 acre of green permeable spaces /parks developed.
  7. 80 lakh street lights replaced with energy efficient LED lights, saving 176 kilo watt per hour power and reducing carbon emission by 14.07 lakh tonnes per annum.
  8. Online Building Permission System (OBPS) adopted in 2,205 towns including 444 AMRUT towns.

Under Green Spaces and Parks sector, States have taken up 2,538 projects worth ₹1,577.83 crores, of which 1776 projects worth ₹1,000.96 crores have been completed. This has led to development of 3,500 acre of permeable green spaces against the proposed development of 5,400 acre of green spaces and parks under AMRUT.

Under AMRUT, work of selection, appraisal, approval and implementation of projects in cities have been delegated to States/UTs and concerned ULBs.  At Central level, only State Annual Action Plans (SAAPs) submitted by the States are considered for approval.  AMRUT makes States equal partners in planning and implementation of projects, thus actualizing the spirit of cooperative federalism.  Random citizen survey and feedback about the services is an integral part of the Mission.

AMRUT being a Centrally Sponsored Scheme, is funded through Central and State/ULB share.  The total Central outlay for AMRUT scheme is ₹50,000 crores of which, ₹36,036 crores have been earmarked for Central Assistance for AMRUT projects and remaining have been earmarked for Administrative and Office Expenses (A&OE) and Reform Incentives.  States have taken up AMRUT projects worth ₹81,226 crores. Therefore, requirement of funds over and above the committed Central Assistance are borne by States themselves.

10-Sep-2020: Review of Progress of AMRUT in Haryana, Punjab and Chandigarh

Shri Durga Shanker Mishra, Secretary, Ministry of Housing and Urban Affairs (MoHUA) was informed that out of 136 projects taken up by the State of Haryana, 63 projects costing Rs. 693 crore have been completed and 73 projects worth Rs 1,875 crore are under implementation. The total approved State Annual Action Plan (SAAP) was Rs 2,566 crore for the state of Haryana. During an online review meeting with the senior officials of the states of Punjab, Haryana and UT of Chandigarh, Secretary MoHUA appreciated the progress made by the States/UT and requested them to implement the projects expeditiously so that the intended benefits reach the people timely. He advised them to complete all the projects within the extended Mission period up to 31st March, 2021 so as to avail the Central Assistance (CA). Thereafter the State/UT Government will have to complete these projects with their own resources.

​Chandigarh has awarded contracts for all 12 projects (100%) of the approved SAAP of Rs 57 crore. In Punjab against a SAAP size of Rs. 2,767 crore, 185 projects have been taken up and contracts have been awarded for projects costing Rs 2,132 crore

​During the review meeting, it was informed that Haryana is ranked 12th, Punjab 26th and Chandigarh 2nd in AMRUT's National rankings. Appreciating the progress made by the States/UT, Secretary, MoHUA requested them to keep up their efforts and to strive further to enhance their performance.

Household Tap Connections: Haryana has provided 2.29 lakh new household water tap connections so far. Chandigarh has met the target of 20,000 for tap connections. The Secretary emphasized the need to guard against poor plumbing leading to leakages. He suggested capacity building of the plumber also.

  • Sewerage connections: Haryana has provided 2.22 lakh sewer connections and Punjab has given 1.75 lakh new connections. Chandigarh has provided 20,000 new sewer connections.
  • Drainage: Secretary, MoHUA complimented the State Government of Haryana for eliminating water logging at 300 points.
  • Replacement of Streetlights with LED and Energy Audit of Water Pumps: Haryana has so far replaced 1.95 lakh streetlights with LED lights, Punjab has replaced 2.51 lakh lights and Chandigarh has replaced 43,853 lights. The States/UT were requested to expedite the process for replacement of the streetlights with LED lights.
  • Online Building Permission System (OBPS): Both the States have implemented the system in their Mission cities. Chandigarh assured that the OBPS would be implemented by 30" September, 2020 in all mission cities.
  • Credit Rating: Credit Rating work has been completed in all Mission cities in the two States and UT. 5 cities each in Haryana and Punjab and the UT of Chandigarh have received IGR Rating.

​During the meeting, it was informed that the Ministry has developed a common Dashboard for all the Missions of the Ministry where information relating to all States/UT and cities would be available. The States/UT may use this facility for monitoring the progress. Secretary, MoHUA requested the states/UT to update the details of Missions regularly so that the progress would be updated in the portal/dashboard. This data is used for monitoring, reviewing and assessment of monthly rankings on the progress among the states.

​Atal Mission for Rejuvenation and Urban Transformation (AMRUT) was launched by Hon’ble Prime Minister on 25th June, 2015 in 500 cities across the country, covering about 60% of the total urban population. It is a centrally sponsored scheme with a total outlay of ₹ 1,00,000 crore including a Central Assistance of ₹ 50,000 crore spread over 5 years i.e. from FY 2015-2016 to FY 2019-2020. The thrust areas of the Mission are water supply, sewerage & septage management, storm water drainage, green spaces & parks and non-motorized urban transport. Besides creating basic infrastructure, the Mission also has a reform agenda spread over four years.

​​Against the total State Annual Action Plan (SAAP) size of ₹77,640 crore, ₹39,011 crore (50%) has been allocated to water supply sector, ₹32,456 crore (42%) to sewerage & septage management sector, ₹2,969 crore (4%) for storm water drainage projects, ₹1,436 crore (2%) for non-motorized urban transport and ₹1,768 crore (2%) for green spaces & parks. Detailed Project Reports (DPRs) have been approved for projects worth ₹80,428 crore, of which contracts have been awarded for projects worth ₹ 66,077 crore including completed projects worth ₹ 11,523 crore.
