21-Dec-2022: Under SAMARTH scheme more than 13,235 artisans have been trained in the last three years

The Union Minister of State for Textiles, Smt. Darshana Jardosh in a written reply to a question in Lok Sabha today shared that Office of the Development Commissioner (Handicrafts), provides skill development and training programmes for the benefit of artisans and craftsmen in the handicrafts sector under the component ‘Skill Development in Handicrafts Sector’ of National Handicrafts Development Programme (NHDP). Further, O/o DC (Handicrafts), is implementing the Scheme for Capacity Building in Textile Sector (SAMARTH) to provide skill training to handicraft artisans. Under SAMARTH scheme more than 13,235 artisans have been trained in the last three years.

O/o DC (Handicrafts) provides assistance for skill development in Handicrafts sector through NHDP Scheme and also to eligible implementing agencies including National Centre for Design and Product Development (NCDPD) and Export Promotion Council for Handicrafts (EPCH), for conducting skill development and training programmes, to artisans throughout the country. 

NCDPD has conducted 89 skill development programs benefitting1780 artisans under the NHDP Scheme of the Office of the Development Commissioner (Handicrafts) in the previous three FYs and the current FY.

O/o DC (Handicrafts) provides skill training to handicraft artisans under SAMARTH scheme, through various courses which are NSQF aligned and as per NSQF guidelines. On successful completion of the programme, trainees are issued Digital Certificate. 87 courses of handicrafts sector have been developed by Handicrafts Sector Skill Council (HCSSC) which is NSQF aligned and adopted by Ministry of Textiles for conducting the skill training programs in handicraft and carpet sector.

4-Feb-2022: 3.46 lakh beneficiaries  to  receive training for Capacity Building in Textile sector under SAMARTH

Proposals were invited from State Government Agencies Industry Associations for undertaking training programmes under the Samarth Scheme. After evaluation of these proposals, the Ministry of Textiles has partnered with 13 State Government Agencies, 92 Textile Industry, 10 Industry Associations/ Councils and 4 Sectoral Organizations of Ministry of Textiles for training of 3.46 lakh beneficiaries in textile sector, allocated after physical verification of training centers. Fresh proposal for empanelment under the scheme has been invited in September 2021. In response, 72 proposals have been received upto closing date of receipt of the proposal i.e. 02.11.2021.

8-Oct-2021: Samarth training at 75 training centers in different crafts inaugurated across the country

India is celebrating “Azadi Ka Amrit Mahotsav” to commemorate 75 years of independence. This Mahotsav is instrumental in drawing contours of Atmanirbhar Bharat, dedicated to the people of India, envisaged by the Prime Minister, Shri Narendra Modi. The office of Development Commissioner (Handicrafts), Ministry of Textiles, has actively been participating in the celebration by up scaling its various schemes and programmes meant for handicraft artisans of the country, throughout the official journey of “Azadi ka Amrit Mahotsav” which commenced on 12th March, 2021.

To coincide with the occasion of Mahatma Gandhi Jayanti, on 2nd October, 2021, the office of DC (H) inaugurated Samarth training at 75 training centers in different craft throughout the country. The Samarth training is providing skill training to the 2,250 artisans as well as extending wage compensation of Rs. 300 per day per trainee at these centres. All the courses in Samarth training are National Skill Qualification Framework (NSQF) aligned as per Ministry of Skill Development and Entrepreneurship guidelines. The wage compensation to successful trained artisans is paid through DBT mode directly into the account of the artisans. The Raw material during the training is also provided by the department.

The Office of Development Commissioner (handicrafts) is working hard for making Handicrafts artisans skilled through handicrafts training programs. At all training centers, these programmes were inaugurated by various dignitaries, local representatives such as Member of Legislative Assemblies, Corporators, Administrative Officers, renowned Artisans and various officers of Central/State governments.

Seminar/ Workshops/Chaupals were also organized during the inauguration programme in which artisans were informed about the various schemes of Government of India including schemes of Development Commissioner (Handicrafts).

25-Mar-2021: Revival of traditional skill of weaving

Skill upgradation is a continuous process.  Need-based skill upgradation programmes for handloom workers in technical areas viz. weaving, dyeing, designing, etc. are conducted under SAMARTH- Capacity Building in Textile Sector.

Health Insurance to eligible weavers is provided under the schemes of Ministry of Health & Family Welfare, Govt. of India.

Government of India, Ministry of Textiles is implementing the following schemes for development of handlooms and welfare of weavers across the country:

  1. National Handloom Development Programme (NHDP)
  2. Comprehensive Handloom Cluster Development Scheme (CHCDS)
  3. Handloom Weavers’ Comprehensive Welfare Scheme (HWCWS)
  4. Yarn Supply Scheme (YSS)

Under the above schemes, financial assistance is provided to the eligible handloom agencies/weavers etc. for raw materials, purchase of looms and accessories, design innovation, product diversification, infrastructure development, skill upgradation, lighting units, marketing of handloom products in domestic as well as overseas markets and Mudra loan at concessional rates.

11-Feb-2021: Scheme for Capacity Building in Textile Sector (Samarth)

Scheme for Capacity Building in Textile Sector (SAMARTH) was approved towards addressing the skill gap in textile sector and also to supplement the efforts of textile industry in providing gainful and sustainable employment to the youth. The objectives of Samarth are as follows:

  1. To provide demand driven, placement oriented National Skills Qualifications Framework (NSQF) compliant skilling programmes to incentivize and supplement the efforts of the industry in creating jobs in the organized textile and related sectors, covering the entire value chain of textiles, excluding Spinning and Weaving
  2. To promote skilling and skill upgradation in the traditional sectors of handlooms, handicrafts, sericulture and jute.
  3. To enable provision of sustainable livelihood either by wage or self-employment to all sections of the society across the country.

The skilling programme under Samarth is implemented through Implementing Partners (IPs) comprising Textile Industry/ Industry Associations, State Government Agencies and Sectoral Organizations of Ministry of Textiles.

All training batches ongoing during March, 2020 had to be cancelled due to COVID-19 pandemic and restriction imposed on account of lockdown declared by the Government. Further, the Government had allowed commencement of skill development training programme only from September, 2020. In view of the impact of COVID-19, the actual physical achievement and utilization of funds have been affected under the scheme. However, a special measure has been initiated during the period to carry out online Training of Trainers (ToT) programme and more than 500 trainers have been certified through online mode.

14-May-2018: ‘Samarth’- Scheme for Capacity Building in Textile Sector

A meeting of stakeholders on Samarth – Scheme for Capacity Building in Textile Sector under the Skill India Mission was held in New Delhi to familiarize the stakeholders about the scheme and its guidelines.

The broad objective of the new scheme is to skill the youth for gainful and sustainable employment in the textile sector covering the entire value chain of textiles, excluding spinning and weaving.

The concerns of the stakeholders and challenges faced by them during implementation of the previous scheme were discussed in the meeting. Feedback from the concerned stakeholders on how the scheme can contribute and benefit the textile industry and boost skill development in the respective sector was also discussed.

The scheme, approved by the Cabinet Committee on Economic Affairs on 20th of December last year, is intended to provide demand driven, placement oriented National Skills Qualifications Framework (NSQF) compliant skilling programmes to incentivize and supplement the efforts of the industry in creating jobs in the textiles sectors. The scheme targets to train 10 lakh persons (9 lakh in organised and 1 lakh in traditional sector) over a period of 3 years (2017-20), with an outlay of Rs. 1300 crore. The guidelines of the scheme were released on 23rd of April 2018.

7-Dec-2022: Skill Development And Capacity Building Under PMKVY

Under Pradhan Mantri Kaushal Vikas Yojana (PMKVY), placement opportunities have been provided to Short Term Training (STT) certified candidates, while Recognition of Prior Learning (RPL) is not linked with placements as it recognizes the existing skills of candidate. Under PMKVY-STT, as on 30.09.2022, 24.30 lakh candidates have been reported placed in various sectors across the country.

In order to enhance industry linkage, Ministry through National Skill Development Corporation has facilitated the setting up of 37 Sector Skill Councils as autonomous industry led bodies to develop National Skill Qualification Framework (NSQF) aligned job roles [qualification packs (QPs)] and course curriculum, conduct skill gap studies and assess and certify trainees.

Further, Ministry has launched special programmes under PMKVY 3.0 namely Customized Crash Course Programme for COVID Warriors (CCCP for CW) wherein thrust has been given on On-the-Job Training (OJT) in hospitals which provides candidates with hands on job experience.

Under PMKVY-MUDRA linkage, Pradhan Mantri Kaushal Kendras (PMKKs) were designated as Hand Holding Agencies for MUDRA loans on Udyamimitra Portal (SIDBI). As per reported data till 2018, 251 candidates have availed the loan (including 181 MUDRA loan) for self-employment.

21-Mar-2022: PMKVY 0.3 in NER

The Government has launched the third phase of Pradhan Mantri Kaushal Vikas Yojana (PMKVY 3.0) on 15.01.2021, to train 8.00 lakh youths across the country, including North Eastern Region (NER), with an outlay of Rs. 948.90 crore.

Despite disruption caused due to COVID-19 pandemic, 4.45 lakh candidates have been trained / oriented till 31.12.2021 under PMKVY 3.0 across the country including NER.

Ministry has designed PMKVY 3.0 as a demand driven scheme with bottom-up approach for identification and mapping of job roles. As per extant provision of PMKVY 3.0, District Skill Committee (DSC) shall be the focal point for its implementation. DSC shall have major role in preparation of district level plan, mobilization and counseling of candidates, formation of training batches, monitoring of quality assurance and post training support.

Based on the learning from implementation of PMKVY 1.0 (2015-16) and 2.0 (2016-20), the orientation of the scheme has been changed from supply driven to demand driven under PMKVY 3.0 to boost demand for job roles which are prevailing at regional/local level. In addition, informed choices / aspirations of the candidates have been given primacy which aims to support the self-employment as well. This scheme also supports the vision of Atmanirbhar Bharat by encouraging candidates to opt for local skills with local jobs.

14-Mar-2022: Pradhan Mantri Kaushal Vikas Yojana in NER

Under Skill India Mission, Ministry is implementing its flagship scheme Pradhan Mantri Kaushal Vikas Yojana (PMKVY) to impart skill development training to prospective youth of the country. Since inception of PMKVY i.e. 2015, as on 31.12.2021, 4.22 lakh candidates have been trained under Short Term Training (STT) and 7.17 lakh candidates have been oriented under Recognition of Prior Learning (RPL) in the North Eastern States.

PMKVY has two training components, namely, Short Term Training (STT) and Recognition of Prior Learning (RPL). Under PMKVY, placement opportunities are being provided to STT certified candidates, while RPL is not linked with placements as it recognizes the existing skills of candidate. In north Eastern State, under PMKVY-STT, as on 31.12.2021, 3.11 lakh candidates have been certified; out of which, 1.32 lakh candidates have been provided with the placement.

Ministry does not maintain database of candidates who have not continuing the jobs after being placed. Further, under PMKVY 3.0, in order to enhance the retention of trainees on employment, training centres are incentivized @ Rs. 3000 per trainee post 12 months of trainee retention on employment.

9-Feb-2022: Objectives and Status of PMKVY

Under Skill India Mission, Ministry of Skill Development and Entrepreneurship (MSDE) is delivering skills through Pradhan Mantri Kaushal Vikas Yojana (PMKVY) with an objective to impart short duration skill development training and certification to youth and to make them employable for better livelihood across the country. Pradhan Mantri Kaushal Vikas Yojana (PMKVY) was firstly launched in 2015. Presently, the third phase of PMKVY, i.e., PMKVY 3.0 (2020-22) is being implemented across the country. Since inception, till 31.12.2021, 1.34 crore candidates have benefited from the PMKVY across the country.

PMKVY has two training components, namely, Short Term Training (STT) and Recognition of Prior Learning (RPL). Under PMKVY, placement opportunities are being provided to STT certified candidates, while RPL is not linked with placements as it recognizes the existing skills of candidate. Under PMKVY-STT, 53.89 lakh candidates have been certified; out of which, 23.70 lakh candidates have been provided with the placement including 2.95 lakh self-employed candidates in various sectors across the country.

The PMKVY (except PMKVY 1.0 (2015-16)) has two components, namely, Central component being implemented through National Skill Development Corporation (NSDC), and State component being implemented through State Skill Development Mission of the State/UT. Under Central component of PMKVY, there is no provision of State-wise funds allocation. Since inception of the PMKVY, i.e., 2015, as on 31.12.2021, an amount of Rs. 8,590.29 crore has been disbursed to implementing agency, i.e., NSDC towards the implementation of the scheme.

Under State component of PMKVY, funds and corresponding physical targets have been allocated to the States for the implementation of scheme through State Skill Development Missions (SSDMs). Since incorporation of State component, i.e., 2016, as on 31.12.2021, an amount of Rs. 1,224.82 crore has been disbursed to States for the implementation of the scheme. The State-wise funds allocated, disbursed and utilized by the State under PMKVY 2.0 and PMKVY 3.0, as on 31.12.2021, is given at Annexure II.

Under Pradhan Mantri Kaushal Vikas Yojana (PMKVY), short term training is being implemented in accredited and affiliated training centres across the country. As on 31.12.2021, short term training under PMKVY has been imparted through 44 training centres including Pradhan Mantri Kaushal Kendra in the State of Goa.

Further, Ministry of Skill Development and Entrepreneurship (MSDE) promotes establishment of model training centres in every district of the country known as Pradhan Mantri Kaushal Kendra (PMKK). As on 15.01.2022, 2 PMKKs have been allocated in the State of Goa. Out of which, 1 PMKK has been established.

13-Oct-2022: Skill India certifies candidates trained under Grameen Udyami Project to boost skill development in tribal communities

To propel economic prosperity in India’s tribal communities and bring them to the forefront, the Ministry of Skill Development and Entrepreneurship (MSDE) felicitated 165 students under the second phase of Grameen Udyami project, a National Skill Development Corporation funded initiative. The students were recognised for their hard work and were handed certificates at the event. Hon’ble Prime Minister, Shri Narendra Modi has earlier emphasised the involvement of tribal communities in the workforce, ensuring their holistic development to make them self-reliant and contained within their respective geographies. 

The event was organised in partnership with Seva Bharti and Yuva Vikas Society and was graced by Shri Ramesh Bais, Governor, Jharkhand; Shri Rajeev Chandrasekhar, Minister of State MSDE; Shri Atul Kumar Tiwari, Secretary, MSDE; Shri Ved Mani Tiwari, Chief Operating Officer, NSDC; Shri Harsh Chauhan, Chairman National Commission for Scheduled Tribals; Shri Sameer Orawan, MP and National President, Scheduled Tribal Front, among others. The registration link http://grameenudhyami.org/ was also launched through NSDC Digital to meet the aspirations of the tribal students.

The Grameen Udyami Project was launched with the aim to augment skill training in tribal communities for inclusive and sustainable growth. Under the initiative, students were upskilled and multi-skilled in order to increase their employability. It also focuses on providing employment opportunities in both local and rural economies. The project is being implemented in six states— Maharashtra, Rajasthan, Chhattisgarh, Madhya Pradesh, Jharkhand, and Gujarat. This concept was crystallized by Hon’ble MoS, Shri. Rajeev Chandrasekhar, Ministry of Skill Development and Entrepreneurship (MSDE), SDE and tribal MPs. The candidates are being trained in job roles like Electrician & Solar PV Installation Technician, 2-Wheeler Repair & Maintenance mechanics, IT/ITES with e-Governance officers and Organic Farming and Mushroom grower.

Speaking on the occasion, Shri Ramesh Bais, Governor, Jharkhand said that Grameen Udyami Project is launched in Ranchi to promote skill development and Entrepreneurship amongst the tribal youth, giving a boost to Skill India Mission. He congratulated 165 candidates, who trained under this programme. He also congratulated NSDC for partnering up with Seva Bharti and Yuva Vikas Society to multi-skill India’s tribal youth. Gram Sansadiya Sankul Pariyojana aims to target 77,000 youth and their families with E-Health cards under Ayushman Bharat Pradhan Mantri Jan Arogya Yojana and Kisan Credit cards Yojana. In this context, Gandhiji insisted on imparting vocational training to youth so that they become self-reliant and help in making Bharat Aatmanirbhar, he added.

Addressing the convocation ceremony, Shri Rajeev Chandrasekhar, said that skilling is the passport to prosperity and one of its aims is to strengthen local village economies and limit migration. Our Prime Minister has already reiterated the importance of skilling and multiskilling time and again. He expressed his confidence that with such projects will help the tribal community to start their businesses and generate more livelihood opportunities for themselves as well as for others. The Government of India has skilled more than two crore youth and given the opportunity for self-employment to many. We should always bear in mind that skilling is the only way to make the villages ‘Aatmanirbhar’ and pave the way for a bright and inclusive future, he added.

Ved Mani Tiwari, Chief Operating Officer, NSDC congratulated the students and said that the Grameen Udyami Project is doing a phenomenal work in multiskilling the tribal community and inculcating entrepreneurial skills among them to increase job opportunities.

In the first phase of training, candidates were mobilized from the rural areas and their transportation, boarding & lodging were provided so that they do not miss out on the learning opportunity. In Bhopal, Madhya Pradesh, the training of 157 candidates started in seven batches in the month of May 2022 and approximately 133 candidates completed the training successfully on June 27th, 2022. The phase-II of the pilot project was launched in Ranchi in August and is being implemented by Yuva Vikas Society, through Seva Bharti Kendra. NSDC under the aegis of MSDE has supported in setting up labs and classrooms through Sector Skill Councils (SSCs) in Seva Bharti Kendra Skill Development Center.

29-Apr-2022: Skill India to upskill 4000 ISRO technical staff over the next 5 years

With an aim to upskill the technical staff at the Department of Space in the Indian Space Research Organisation, the Ministry of Skill Development and Entrepreneurship (MSDE) signs a MoU (Memorandum of Understanding) with the Indian Space Research Organisation (ISRO). The MoU was signed by Shri Rajesh Aggarwal, Secretary MSDE and Shri S. Somnath, Secretary Department of Space/ Chairman ISRO.

The programme is aimed at creating a formal framework for short-term courses to provide training for the skill development and capacity- building of the technical staff of ISRO as per the industry requirements, in the space domain in the country. More than 4000 ISRO technical employees will be trained in the programme over the course of the next 5 years. The location of the training will be the National Skill Training Institutes (NSTI) under MSDE located across India.

The objective of the training programme is to boost the skills of various technical staff working across ISRO centres and units under Department of Space (DOS). With the help of MSDE and its state-of-the-art training institutes across the country, the programme will impart training in specific disciplines to upgrade employees' skill sets as per the latest industry trends and requirements. Under the MoU, ISRO will jointly work with MSDE and associated NSTI to prepare a detailed training calendar, training curriculum, and syllabus to accomplish the larger objectives of the programme. ISRO will provide trainee kits to the trainees.

With that, MSDE will also arrange labs, workshops, classrooms, specimens, and other training facilities to effectively carry out the programme at identified National Skill Training Institutes (NSTI) in consultation with Capacity Building Programme Office (CBPO). MSDE will also be responsible for the overall management and complete supervision of the programme for its successful execution.

Expressing his views on signing the MoU, Shri Rajesh Aggarwal, Secretary, Ministry of Skill Development and Entrepreneurship, said that with the advent of technology and the world moving towards digitization, it is imperative that we upskill our technical staff across sectors. The upskilling of tech experts at ISRO is a step in that direction. ISRO has been a game-changer when it comes to redefining the space domain at large over the last ten years. He further said that these training programmes will enable technical personnel to embrace and augment cutting-edge technology, thereby elevating India's standing in the space domain. We look forward to contributing to their success as they chalk a new future of the space for India, he added.

Effective immediately, the MoU was signed in the presence of Shri TVLN Rao, RD, RDSDE, Karnataka; Shri Kumaravel, DD, RDSDE, Karnataka; Shri C Ravi, Director, CFI, DGT; Shri Parveen Kumar, DD, DGT; Shri Manish Gupta, Assistant Director, MSDE; N. Sudheer Kumar, Director, CBPO, ISRO; and Nishant Kumar, Dy Director, ISRO. The same will be valid for a period of 5 years.

The Ministry of Skill Development and Entrepreneurship (MSDE) is implementing the following skill development schemes for the skill development of the youths across the country.

The priority groups are women, SC, ST, minorities, Divyangjan and other backward section of the society. The JSSs work at the doorstep of the beneficiaries with minimum infrastructure and resources.

National Apprenticeship Promotion Scheme (NAPS)

This scheme is for promoting apprenticeship training and increasing the engagement of the apprentices by providing financial support to industrial establishments under taking apprenticeship program under The Apprenticeship Act 1961

Craftsmen Training Scheme (CTS)

This scheme is for providing long term training in 143 trades through 14,417 Industrial Training Institutes (ITIs) across the country.

Further to this, MSDE initiated various convergence efforts across the skill ecosystem to bring a common set of rules and guideline into force so that the skill training provided across the country could follow a common set of rules in every area of skill Development. MSDE has undertaken various measures in this regard, the key measures are as below:-

  • The introduction of the Common Cost Norms
  • The creation of a National Skill Qualification Framework(NSQF)

Since the details of people who have been provided skill training scheme-wise, state-wise and district-wise is too lengthy, all of them are available on the website of the Ministry of Skill Development and Entrepreneurship (Link:- www.msde.gov.in/en/useful-links/parl-ques/lok-sabha).

Details of the placement records scheme- wise are as follows:

  1. PMKVY: A three-month placement / self-employment monitoring is done by Training Providers, DSCs, SSDMs
  2. Under no other scheme, tracking of placement records is not mandatory and hence records of the same are not maintained.

PMKVY: Placement details of the candidates under PMKVY is placed at Annexure I. As per the Third Party Evaluation of PMKVY 2.0 (2016-20), it was found that average monthly income of PMKVY trained and certified individuals was 15% higher than the comparison group. Also, a significant 19% difference in average monthly income was observed with respondents who had undertaken RPL versus those who had not over a period of time. Moreover, 76% of the candidates acknowledged that after the training, they have better chance of getting employment.

Even if it is not mandatory in any other scheme to maintain such records the following are some of the important facts in this regard.

JSS: The objective of training imparted under JSS is to link the individuals for gainful livelihood and supplement their family income through self-employment and wage employment. The providing of employment/placement to the beneficiaries is not the mandate of the JSS Scheme. As far as the employment of the JSS scheme beneficiaries is concerned, third party evaluation report of the scheme has been mentioned. “It is finally observed that as an impact of the training programme conducted at JSSs, the self and wage employment and private job have become evident”. The usefulness of the scheme would be further self-evident from the fact that same report has mentioned that (I) 77.05% of the beneficiary trainees have under gone occupational shifts and (II) number of beneficiaries enrolled and trained has increased by 59.23% between the year 2018-19. This facts shows the positive impact of the scheme on the livelihood options of the beneficiaries.

CTS: The final report of Tracer Study of ITI Graduates (published in January 2018 by the Ministry of Skill Development & Entrepreneurship, GoI) mentions that 63.5% of total ITI pass-outs got employed (wage+ self, out of which 6.7% are self-employed) and 36.4% remained unemployed and was looking for jobs. Even though the first figure was low for females (55.3%) as compared to that for males (65.1%), the corresponding figures for SCs (65%)and STs (69.8%) were higher than the percentage of total pass-outs in (wage+ self)employed.

13-Dec-2021: Skill Development Scheme

Under Skill India Mission the MSDE has been implementing Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan (JSS) Scheme and National Apprenticeship Promotion Scheme (NAPS), for providing short term Skill Development training and Craftsman Training Scheme (CTS), for long term training, to the youth belonging to all section of the society across all over India. Further, number of youths trained through 11 other Central Ministries/Departments implementing major skill development schemes are 40 lakh from FY 2018-19 to 2020-21.

Under Skill India Mission, Ministry of Skill Development and Entrepreneurship (MSDE) is implementing various demand driven schemes and facilitate in setting up the skill development training centres from time to time on the basis of requirement.

Under the scheme grant is released to Jan Shikshan Sansthans (NGOs) for Skill Development.

National Apprenticeship Promotion Scheme (NAPS)

This Scheme is for promoting apprenticeship training and increasing the engagement of apprentices by providing financial support to industrial establishments undertaking apprenticeship program under The Apprentices Act, 1961.

Craftsmen Training Scheme (CTS)

This scheme is for providing long-term training in 137 trades through 14,604 Industrial Training Institutes (ITIs) across the country.

2-Oct-2021: Skill India to organize “National Apprenticeship Mela” on October 4th

Skill India with due support from Directorate General of Training (DGT) and National Skill Development Corporation (NSDC) is organizing a day long “National Apprenticeship Mela” across the country in over 400 locations on October 4th, 2021.

Under the initiative, the aim is to support the hiring of nearly one lakh apprentices and assist employers in tapping the right talent and develop it further with training and providing practical skillsets. The event is expected to witness participation from more than 2000 organisations operating in more than 30 sectors such as Power, Retail, Telecom, IT/ITeS, Electronics, Automotive and more. In addition, the aspiring youth will have the opportunity to engage and select from more than 500+trades including Welder, Electrician, Housekeeper, Beautician, Mechanic etc.

5th to 12thpass students, Skill Training Certificate holders, ITI students, Diploma holders and graduates are eligible to apply at the Apprenticeship Mela. The candidates must carry three copies of resume, three copies of all the mark sheets and certificates (5th to 12th pass, Skill Training Certificate, Under Graduate and Graduate (BA, B.Com., B.Sc., etc.),Photo ID(Aadhar card/Driving License etc.) and three passport size photographs at the respective venues.

The National Policy of Skill Development and Entrepreneurship, 2015 launched by the Hon’ble Prime Minister on July 15th, 2015recognisesapprenticeship as a means to provide gainful employment to skilled workforce with adequate compensation. MSDE has also taken several efforts to increase the number of apprentices hired by enterprises in the country. The aim is to fill the gap in supply and demand for skilled workforce and meet the aspirations of the Indian youth through gaining on-the-job training and securing better opportunities for employment.

Potential applicants will receive several benefits by attending the Apprenticeship Mela. They have a huge opportunity to get apprenticeship offered on the spot and receive direct industry exposure. Following, they will get monthly stipend as per the Government standards for developing new skills, an opportunity to earn while they learn. The candidates will get certificates, recognized by National Council for Vocational Education and Training (NCVET), increasing the chances of their employability after the training.

Establishments participating in the Apprenticeship Melas get an opportunity to meet the potential apprentices at a common platform and select the candidates on-the-spot. In addition, even small-scale industries with minimum four working members can also hire apprentices at the event.

This training is under the Apprentices Act, 1961. And support through National Apprenticeship Promotion Scheme.

The training is provided as per the course curriculum designated by the DGT in the designate trades. An apprentice receives on the job training by the industry and stipend. At the end of training the evaluation is done jointly by the Industry and the DGT. After completion of Apprenticeship Training, an evaluation through All India Trade Test (AITT) for National Apprenticeship Certificate (NAC) is conducted twice in a year. AITT is skill-oriented evaluation done by the Industry and DGT and it requires continuous practice, devotion and hard work to succeed.

Apprenticeship Training is perceived as a critical scheme to develop industry with ready manpower by utilizing the existing training facilities in establishments. It is done through 22 Regional Directorates of Skill   Development & Entrepreneurship and 36 State Apprenticeship Advisers across the country. All 36 State Governments will organise Apprenticeship Mela on 04th October, 2021 in every district/region within   their State for engagement of apprentices under the Apprentices Act, 1961.  This will bring an excellent opportunity for the engagement of apprentices in the establishment to facilitate desired level of productivity vis-à-vis giving an opportunity to apprentices for an exposure to actual job situation in the industry.

MSDE has brought significant reforms to the apprenticeship rules to drive greater participation in the Apprenticeship training in the country. These reforms include:

  • Upper limit for engaging apprentices increased from 10% to 15%
  • Size limit of an establishment with mandatory obligation to engage apprentices lowered from 40 to 30
  • Payment of stipend for 1st year has been fixed rather than linking it to minimum wages, 10% to 15% hike in stipend for 2nd and 3rd year to apprentice
  • Duration of apprenticeship training for Optional Trade can be from 6 months to 36 months
  • The industry has an option to design and implement their own Apprenticeship training
  • Under National Apprenticeship Promotion Scheme (NAPS), the establishments/industry can get reimbursement upto 25% of the stipend paid to the apprentices.

17-Sep-2021: Indian Railways takes a leap in advancement of Skill India Mission

To empower youth by way of providing entry level training in industry relevant skills through Railway training institutes as part of 75 years of Azadi ka Amrit Mahotsav, Shri Ashwini Vaishnaw, Hon’ble Minister of Railways, Communications, Electronics and Information Technology launched Rail Kaushal Vikas Yojana, a program under the aegis of Pradhan Mantri Kaushal Vikas Yojana (PMKVY), in Rail Bhavan today. On this occasion, Shri Suneet Sharma, Chairman and CEO, Railway Board and other senior officials of Railways were also present.

Speaking on the occasion, Shri Ashwini Vaishnaw said, “It is an auspicious day as Vishwakarma Jayanti is being celebrated across the country. He also congratulated Hon’ble Prime Minister on his birthday. He dedicated Rail Kaushal Vikas Yojana as the gift of Railways to Hon’ble Prime Minister on his birthday. The vision of skill development is an integral part of the vision of Prime Minister Shri Narendra Modi and 50 thousand youth will be trained under Rail Kaushal Vikas Yojana. The aim of this initiative is to impart training skills to the youth in various trades to bring qualitative improvement. He also emphasized that training in remote areas to be conducted under Rail Kaushal Vikas Yojana. He stressed that youth should enjoy the training process. ”

The training will be provided to 50000 candidates over a period of three years. Initially, the training will be provided to 1000 candidates. The training will be provided in four trades viz. Electrician, Welder, Machinist and Fitter and will comprise of initial basic training of 100 hours. Training programs in other trades will be added by zonal railways and Production units based on regional demands and needs assessment. Training shall be provided free of cost and participants will be selected from applications received online, following a transparent mechanism on the basis of marks in matriculation. Candidates who are 10th passed and between 18-35 years shall be eligible to apply. Participants in the scheme shall however have no claim to seek employment in Railways on the basis of this training.

The program curriculum has been developed by Banaras Locomotive Works, the nodal PU for this scheme, which will also standardize assessments and maintain centralized database of participants. The scheme is being launched for 1000 participants initially and will be over and above the training provided to apprentices under the Apprentice Act 1961. A nodal website is being developed as the single source of information about programs offered, notification inviting application, lists of selected candidates, results of selection, final assessment, study material and other details. Currently, applicants may apply in response to the advertisements issued locally in the initial phase. Submission of online application shall be opened soon on a centralized website.

Trainees shall be required to undergo a standardized assessment and will be awarded certificate in the allotted trade by the National Rail & Transportation Institute, upon conclusion of their programme. They will also be provided Toolkits relevant to their trade which would help these trainees utilize their learnings and enhance their capacity for self-employment as well as employability in various industries.

75 Railway training institutes spread across the country have been shortlisted to provide training in aforesaid trades, to cover youth from all over the country. The scheme will not only improve the employability of the youth but also upgrade the skills of self-employed and those who are working with contractors through re-skilling and up – skilling and contribute towards Skill India Mission.

30-Jul-2021: Awareness for Skill Development

Skill India Mission aims to empower the Indian youth through skill development. Significance awareness has been generated about the schemes under Skill India Mission through various means and continue to do so through an effective media communication viz. advertisement through local media, electronic and social media, hoardings, posters, banners etc.

Central Government in partnership with State governments promotes skilling and entrepreneurship to develop the required training and skilling programs of youth. There is no plan by the Centre to adopt SSDM. All implementation agencies are empowered to leverage a wide network of media including the Press Information Bureau, All India Radio, Doordarshan including campaign in vernaculars via electronic, print, social media etc.

The National Education Policy (NEP) 2020 also envisages curriculum integration of essential subjects and skills in all schools and higher education institutions in a phased manner to provide necessary vocational skills for variety of occupations along with awareness about the benefits of vocational education.

The National Skill Development Corporation under the Ministry has signed Memorandum of Understanding (MOUs) with 8 countries viz; Japan, UAE, Sweden, Saudi Arabia, Sweden, Russia, Finland and Morocco for cooperation in the field of vocational education and training. NSDC has partnered with the Finnish National Agency for Education (EDUFI), Finland to promote and facilitate the exchange of knowledge of new innovations and connect the providers within the vocational education and training sector between the two countries.

26-Jul-2021: Empowering Indian youth through various skill development courses

Skill India Mission aims to empower the Indian youth through skill development. Under Skill India Mission, the Government through 21 central ministries/departments is implementing various schemes and programmes for short term trainings. Under Skill India Mission, Ministry of Education is implementing Samagra Shiksha Scheme with an aim to impart vocational courses to the students of Class 9th to 12th.

The scheme comprises of 55 job roles in 19 sectors, i.e., Agriculture, Apparel Made ups & Home Furnishing, Automotive, Banking Finance and Insurance Services (BFSI), Beauty and Wellness, Construction, Electronics & Hardware, Healthcare, Information Technology / Information Technology Enabled Services (IT/ITeS), Media & Entertainment, Multi Skilling, Physical Education & Sports, Plumber, Power, Retail, Security, Telecom, Tourism & Hospitality, Transportation Logistics & Warehousing.

Till March 2021; 13,50,175 students benefitted under the scheme.

Under Samagra Shiksha scheme, provision has been made for basic facilities to students and trainers in the Government schools.

Under Samagra Shiksha scheme, basic facilities to the student and trainers are provided, namely; tools & equipment for vocational lab, engaging guest lecturers, resource persons, raw materials, maintenance of tools and equipment, books, software, e- learning material, hands-on skill training/on the job training in industrial set up, office expenses/contingencies (including expenditure on awareness & publicity, guidance and counseling), field visits, etc.

The scheme is reviewed at regular intervals to ensure that adequate facilities and trainers are provided to students.

Under Skill India Mission, the Government is implementing more than 40 skill development schemes/programmes across 20 Central Ministries/Departments, for providing a variety of skill development training programmes on pan India basis in which 556.1 Lakhs persons have been trained. 10,49,621 candidates have been provided employment under PMKVY and NAPS during the last two years while JSS does not provide for any mandatory employment. Similarly, Ministry does not monitor the employment of students passing out of ITIs.

The Government has taken various steps for generating employment in the country like encouraging various projects involving substantial investment and increasing public expenditure on schemes like Prime Minister’s Employment Generation Programme (PMEGP), Pt. Deen Dayal Upadhyaya Grameen Kaushalya Yojna (DDU-GKY), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), and Deendayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM) run by Ministry of Micro, Small & Medium Enterprises, Ministry of Rural Development and Ministry of Housing & Urban Affairs, respectively. Under PMKVY 2.0 scheme of MSDE, training Centres takes all efforts to facilitate placements of certified candidates through multiple initiatives like Rojgar Mela, Yuva Sampark and Aatmanirbhar Skilled Employees Employer Mapping (ASEEM) ’portal, collaboration with industries and Council. In PMKVY 3.0 facilitation of wage employment / self-employment / apprenticeship shall be provided to the certified candidates under the STT component of the scheme. Pradhan Mantri Kaushal Kendras shall act as nodal Centres at districts for providing self-employment support. Training Partner shall work in coordination with DSC / SSDM for placement of the candidates in addition Rozgar Melas to be organized on regular interval at district and regional level by TP / DSCs / SSDMs / SSCs for placement and apprenticeship. All candidates certified under PMKVY 3.0 would also be linked to ASEEM portal to find job opportunities. 

18-Dec-2020: Skill India Establishes First Centre of Excellence for Skill Development in Power Sector

In a significant development and in line with the commitment to skill development and vocational training, the Ministry of Skill Development and Entrepreneurship, Government of India, the Ministry of National Education and Youth, Government of the French Republic and Schneider Electric, today announced the inauguration of  first Center of Excellence(CoE) for skill development in power sector in the campus of National Institute of Solar Energy (NISE) located at Gwal Pahari, Gurugram (Haryana)to create a robust cadre of certified trainers and assessors across the country.

The CoE has high-end modern labs designed keeping in mind the future technology, which will further strengthen India and France's relationship in energy sector. Union Minister of State for Power (I/C), New & Renewable Energy (I/C) and Minister of State for Skill Development and Entrepreneurship, Shri Raj Kumar Singh inaugurated the Centre of Excellence virtually today, in presence of guest of honour, Mr. Daniel Maitre, Minister-Counsellor for Economic and Financial Affairs, Head of the Regional Economic Department for India and South Asia.

The establishment of CoE is a result of the MoU signed earlier between MSDE, Ministry of Education-France and Schneider Electric. Further, an operational MoU was signed between National Skill Development Corporation (NSDC), Schneider Electric India Foundation (SEIF), Power Sector Skill Council (PSSC) and National Institute of Solar Energy (NISE) for establishment of the centre, and to undertake high level training and skill development in the field of power and solar.

Inaugurating the CoE, Shri. Raj Kumar Singh, Union Minister of State for Power (I/C), New & Renewable Energy (I/C) and Minister of State for Skill Development said, “India is taking rapid strides to move towards renewable energy to accelerate economic development, improve energy security and energy access while mitigating climate change challenges too. Our success in achieving all of these demands for a rich pool of workforce in the energy sector to propel India to become one of the top leaders in the world’s renewable energy market. Sustained efforts towards boosting the growth of renewable energy sector will play a significant role in helping us inch closer to fulfill Hon’ble Prime Minister’s vision of ‘Aatmanirbhar Bharat’. Our partnership with Government of France for instituting the Centre of Excellence is another shining example of cooperation between the countries to achieve their long-terms energy goals.”

The CoE will focus on creating a pool of highly skilled trainers and assessors for further training to increase employability of candidates in the field of Electricity, Automation and Solar Energy Sectors.  The centre will design and deliver Training for Trainers, Instructors, Training of Assessors and other high-end program in the power and solar sector.

Established in an area of 4,000 sq.ft., the project received contribution of land from NISE to host the CoE at their campus. The CoE will be equipped with two labs, which have been set up by Schneider Electric as a part of its CSR initiative. The Advance Electrician Lab is equipped with specially designed instruments for training in home and building, and industry installation and automation. The Solar Lab will provide hands on practical training on latest technology in solar area. With the launch of CoE, online training of assessors will commence which will include trainers from all over the country. In addition, training of youth is also being considered in the center. Power Sector Skill Council, which will be managing the operations of the centre, has also developed necessary learning contents for various job roles in generation, transmission, distribution and downstream sub sectors to facilitate learning.  The Department of Education, France- deputed an expert to India for three years to conceptualise, design and head the proposed CoE. He has contributed by proposing the layout, guidelines, and best practices in electrical domain. National Skill Development Corporation has been a facilitator to all the stakeholders and is providing professional guidance for the project.

12-Nov-2020: Skill India Commences Training of 3 Lakh Migrant Workers From 116 Districts Identified Across 6 States under Garib Kalyan Rozgar Abhiyan

Guided by Hon’ble Prime Minister’s Garib Kalyan Rojgar Abhiyaan (GKRA), the Ministry of Skill Development and Entrepreneurship (MSDE) has begun skill training of 3 Lakh migrant workers from the identified 116 districts across Uttar Pradesh, Bihar, Rajasthan, Odisha, Madhya Pradesh and Jharkhand. The initiative aims to empower migrant workers and rural population in the post-COVID era through demand-driven skilling and orientation under Centrally Sponsored and Centrally Managed (CSCM) component of Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2016-2020. In collaboration with the concerned District Collectors/District Magistrates/ Deputy Commissioners, MSDE is rolling out the programme across these districts for skill training within 125 days. The training has already started in certain parts of the identified districts and will gradually expand to other parts in the course of the month.

National Skill Development Corporation (NSDC), under the aegis of MSDE, is executing the training programme through existing Training Providers and Project Implementing Agencies operating under PMKVY 2016-20 or state schemes. 1.5 lakh migrant workers are being trained under Short Term Training (STT) programme, and another 1.5 lakh migrant workers are slated to be certified under Recognition of Prior Learning (RPL) scheme. Demand aggregation for local jobs in these districts as well as the mobilization of returnee migrants for the purpose of training is being done by the district administrations. The Skill Ministry is directing its efforts to organize skill training for various job roles as per local industry demand, as recommended by the district administrations.

Stressing upon the need to promote skilling and entrepreneurship for rural development, Dr. Mahendra Nath Pandey, Union Minister for Skill Development and Entrepreneurship said, “Rural development through skill empowerment is a fundamental element of Skill India mission as70% of the total workforce comes from rural India. The vision of making rural workforce attuned with the changing needs of the industry requires seamless synergies between various partners in the skilling ecosystem. We need to realign ourselves and complement each other on the pressing need for creation of industry-relevant jobs at regional levels to offset the after-effects of workforce migration. We are committed to focus on local demand-driven skill development programmes to create better and sustainable livelihood opportunities for the migrant skilled workers whose collective strength forms the backbone of our economy.”

The skill training and orientation programme across these identified districts has begun post accreditation and affiliation of Training Providers on Skill India Portal and subsequent approval of system-based targets. Job roles that are in demand across these 6 states include Assistant Electrician, Self Employed Tailor, Retail Sales Associate, Customer Care Executive (Call Centre), Sewing Machine Operator and General Duty Assistant amongst others. As GKRA is a part of Short Term Training (STT), all benefits to eligible candidates as per the STT-CSCM-PMKVY 2016-20 are applicable. Eligible candidates are receiving Direct Benefit Transfer (DBT) for conveyance support, boarding and lodging, post placement support, assistive aid, and other support as per the guidelines.

The objective of Short Term Training (STT)under Skill India’s flagship PMKVY scheme is to provide skill training to either school/college dropouts or unemployed youth for various sectors and job roles. Duration of the training programme varies as per job roles, ranging between 150 and 300 hours. Recognition of Prior Learning (RPL) programme recognizes the value of learning acquired outside a formal setting and provides a government certificate for an individual’s skills. Candidates receive exposure to concepts of digital and financial literacy and an accidental insurance coverage for three years free of cost. No fee is charged from a candidate for participating in the RPL programme and every successfully certified candidate receives INR 500.

The Skill Ministry has trained more than 92 lakh candidates so far under Pradhan Mantri Kaushal Vikas Yojana (PMKVY) 2016-2020.

28-Nov-2017: Skill India partners with Airbnb to Upskill Hospitality Entrepreneurs

A tripartite Memorandum of Understanding (MoU) was signed here today between National Skill Development Corporation (NSDC) and Tourism and Hospitality Sector Skill Council (THSC) with Airbnb, the world’s leading community-driven hospitality company. The MoU will provide hospitality skills training to hospitality micro-entrepreneurs in India.  

This partnership will help to augment Skill India Mission by bringing in global best practices for the training of small hospitality entrepreneurs. The domestic tourism has immense potential in India and this partnership will benefit the ecosystem by creating opportunities for women and youth.

This partnership will help to create more skilled, digitally-literate hospitality entrepreneurs - especially among the women and those in underserved areas - who can create a homestay in every home, offer authentic experiences in every Indian locality and help spread the benefits of tourism. 

The signing of MoU is in line with the Government’s endeavor to promote entrepreneurship under the Government’s Skill India Programme. NSDC is the implementation arm of Ministry of Skill Development and Entrepreneurship.

Through the partnership, the Ministry of Skill Development & Entrepreneurship, Airbnb, NSDC and THSC will work together to create an accredited skill development module for hospitality entrepreneurs offering homestay facilities, unique accommodations and local experiences.

Building on Airbnb’s commitment to support Skill India Mission by creating 50,000 hospitality entrepreneurs in India, the MoU signed today aims to empower more citizens, including those in rural and underserved areas to join the ‘alternate accommodation’ sector and pursue new livelihood opportunities by sharing their homes.

Under the terms of the MoU, the parties agree to:

ESTABLISH occupation standards and competency matrices for job roles and develop the courses for hospitality entrepreneurs offering homestay and facilities, other unique accommodations and local experiences for travellers;

CREATE standards for certification and accreditation as per the requirements and global benchmarks of Tourism and Hospitality industry for hospitality entrepreneurs offering homestay facilities, other unique accommodations and local experiences for travellers;

SET the framework for long-term Council-Industry partnership;

STRENGTHEN the Skilled Labour Pool required by Tourism and Hospitality industry.
