12-Sep-2018: Cabinet approves continuation of Capacity Development Scheme for the period 2017-18 to 2019-20

The Cabinet Committee on Economic Affairs has approved continuation of the Capacity Development Scheme for the period 2017-18 to 2019-20 with an outlay of Rs 2,250 crore.

The Capacity Development Scheme is an Ongoing Central Sector Scheme of MoSPI. The overall objective of the scheme is to augment infrastructural, technical as well as manpower resources for making available credible and timely Official Statistics for policy makers and public at large.

The major ongoing activities under the Capacity Development Scheme, include augmenting resources for bringing out important statistical products, such as Gross Domestic Product (GDP), Consumer Price Index (CPI), Index of Industrial Production (IIP), Statistical classifications, etc.; conducting various Socio-Economic surveys, capacity building and strengthening statistical coordination, and improving IT infrastructure. Periodic Labour Force Survey (PLFS), a continuous survey to assess quarterly labour data in urban areas and annual labour data for the whole country (urban and rural areas), was launched in April, 2017 under the scheme.

The Capacity Development Scheme has two Sub-schemes, Economic Census and Support for Statistical Strengthening (SSS). Under Economic Census, listing of all non-agricultural establishments is undertaken periodically, which forms the basis for conducting detailed socio-economic surveys. The last (6l) Economic Census was conducted during January, 2013 to April, 2014 and the Government now aims to conduct the Census once every three years in future. The SSS Sub-scheme is to strengthen State/ Sub-State level statistical systems/ infrastructure to facilitate development of a robust national system. Funds are released to States/ UTs for this purpose after detailed examination of their proposals.

In view of the requirement for better statistical coverage of sectors/areas, in addition to the regular ongoing activities, the Ministry proposes to also take up three new surveys under the Capacity Development Scheme, namely, Time Use Survey (TUS), Annual Survey of Service Sector Enterprises (ASSSE), and Annual Survey of Unincorporated Sector Enterprises (ASUSE).

14-May-2021:  GSDP to cover nearly 5 lakh people by 2021

Emphasising that the Green Skill Development Programme (GSDP) aims to get 80, 000 people imparted green skills and in filling the skill gaps in the environment sector. More than 30 programmes have been identified, which will be conducted in 84 institutions across the country. Such an initiative will complement the vision of the Prime Minister, Shri Narendra Modi, of skilling India’s youth and strengthening the resolve to conserve and protect the environment.

The number of people to be employed under GSDP will be increased to cover 2.25 lakh people next year and to about 5 lakh people by the year 2021. Dr. Harsh Vardhan pointed out that the objective of GSDP is skilling the youth of India, especially dropouts and in increasing the availability of skilled workforce.

31 percent of children are dropouts from school after the secondary stage itself. Skill development is one of the key priorities of the Government, with the objective to develop skill sets with employability linkage. While there is a need for skilled workforce, there is also a shortage of middle-level workforce.

Background:
Realizing the need for developing the green skills, the Ministry of Environment, Forest & Climate Change (MoEF&CC) is utilising the vast network and expertise of Environmental Information System (ENVIS) hubs and Resource Partners (RPs). The Ministry has taken this initiative for skill development in the environment and forest sector to enable India's youth to get gainful employment and/or self-employment. The programme endeavours to develop green skilled workers having technical knowledge and commitment to sustainable development. It will help in the attainment of the Nationally Determined Contributions (NDCs), Sustainable Development Goals (SDGs), National Biodiversity Targets (NBTs), as well as Waste Management Rules (2016).

The pilot project of GSDP was launched in June, 2017, for skilling Biodiversity Conservationists (Basic Course) and Para-taxonomists (Advance Course) of 3 months duration each at 10 locations, spread over 9 bio-geographic regions of the country. 94 trainees successfully completed the basic course qualifying as skilled Biodiversity Conservationists and 152 Trainees completed the Advanced Course qualifying as skilled Para-taxonomists. ENVIS RPs in Botanical Survey of India (BSI), Zoological Survey of India (ZSI) and their respective regional offices were the nodal Centres for the pilot programme.

Based on the feedback received from the stakeholders, the GSDP is being scaled up to an all-India level.  More than 30 skilling programmes will be conducted during 2018-19.  The skilling programmes cover diverse fields such as pollution monitoring (air/water/soil), Sewage Treatment Plant, Effluent Treatment Plants and Common Effluent Treating Plants (STP/ETP/CETP) operation, waste management, forest management, water budgeting, auditing, conservation of river dolphins, wildlife management, para taxonomy, including Peoples’ Biodiversity Register (PBRs), mangroves conservation, bamboo management and livelihood generation. The duration of the courses ranges from 80 hours to 560 hours approx. In the first stage, a pool of Master Trainers/Specialists is being created, who can further train the youth across the country. All courses will be National Skills Qualifications Framework (NSQF) compliant. The Ministry will give Certificates indicating the skilling levels to all successful candidates.

26-Jan-2018: Jammu & Kashmir Student Exchange Programme ‘Maitreyi Yatra’ concludes

The closing ceremony of Jammu & Kashmir Student Exchange programme ‘Maitreyi Yatra’ was held at National Bal Bhawan. The Student Exchange Programme organized by Ministry of Human Resource development provides a good opportunity for the youth of J&K to be acquainted with culture, language and development story of different parts of the country.

The objective of this programme was to integrate the youth of Jammu and Kashmir to the rest of the country and to promote brotherhood and harmony. Government is making a system that will provide equal opportunity to all the students that can contribute to the development of the country. 500 children from Delhi Schools will be visiting J&K during summer months.

Nearly 500 students of Jammu & Kashmir from Class IX to Class XII along with 50 supervisors visited Delhi on 18th January, 2018. 300 students stayed at National Bal Bhawan and 100 each stayed in two Kendriya Vidyalayas and two Navodaya Vidyalayas.

All 500 students were paired with ten government and one private school where each student had a buddy. J&K students spent 3 days in the paired schools. They also went for Delhi Darshan on 20th January, 2018 with their guiding partners. They visited Zoo, Rajghat, Red Fort and many other places of historical & cultural importance.

Students performed various cultural songs of Jammu and Kashmir. Some glimpses of the Maitreyi Yatra were also shown on the closing ceremony.
