24-Jan-2018: Management Information System (MIS) portal for Anganwadi Services Training Programme

Govt. has launched the Management Information System (MIS) portal for Anganwadi Services Training Programme. The Ministry of Women and Child Development in collaboration with National Informatics Centre (NIC), has developed a Management Information System (MIS) portal for submitting applications/estimates by NGOs for carrying out Anganwadi Services (ICDS) Training through AWTCs/MLTCs. The first phase of the portal will enable NGOs to submit proposal to the respective States/UTs. They, in turn, process the proposals and recommend requirement of funds for running the Programme in the States/UTs. The Central government would further examine the proposal and release the funds. It will ensure that funds are released timely and reach the beneficiaries for training purpose.

 Anganwadi Services Training Programme under the Umbrella Integrated Child Development Services (ICDS) Scheme is a Centrally Sponsored Scheme and the overall administration, management and monitoring of the implementation of the Scheme are being done by the respective State Government/UT Administration. The training provided to the Anganwadi Workers (AWWs)/Anganwadi Helpers (AWHs) and the Supervisors at the Anganwadi Workers Training Centres (AWTCs)/Middle Level Training Centres (MLTCs) is a part of the Anganwadi Services. AWTCs/MLTCs are run either by the respective State Governments/Union Territory Administrations or by NGOs under the supervision of respective State Governments/UT Administrations. The Government of India releases funds to the State Governments/UT Administrations for implementation of the Scheme.

As per the directions of the NITI Aayog, NGOs/VOs are required to get themselves registered with the NGO-PS portal and they must have PAN & Aadhaar of members/office bearers of NGOs/VOs duly verified. The unique ID generated by NGO-PS portal on successful sign-up by them with the NGO-PS portal, is mandatory requirement when the NGOs/VOs approach the Central/State Government for grants.

In September, 2017, the Ministry finalized the Comprehensive Training Guidelines for AWTCs and MLTCs and e-Learning Manual for smooth functioning and operation of training centres in various States and UTs.

23-Oct-2017: India’s First Pradhan Mantri Kaushal Kendra for Skilling in Smart Cities

To bring momentum in skilling through collaborative efforts, government has inaugurated India's first Pradhan Mantri Kaushal Kendra (PMKK) for Skilling in Smart Cities, in collaboration with New Delhi Municipal Council (NDMC). The ministers also laid the foundation for a Skill Development Centre at Moti Bagh and a Centre of Excellence at Dharam Marg, New Delhi.

Affirming synergies with the Government of India’s flagship programs, the new skill development centres underscore the commitment of the Ministry of Urban Affairs & Housing (MUHA) and the Ministry of Skill Development & Entrepreneurship (MSDE) to support skilling in smart cities. National Skill Development Corporation (NSDC), an executive arm of MSDE, has collaborated with New Delhi Municipal Council Smart City Limited (NDMCSCL) to extend cooperation for setting up of PMKK Centres for Smart Cities, to provide skill training for unemployed youth through its short-term training (STT) module and contribute to the capacity building of municipal employees through Recognition of Prior Learning (RPL) program.

The newly inaugurated Pradhan Mantri Kaushal Kendra leverages NDMC infrastructure for skilling initiatives. Located at Mandir Marg, New Delhi, the NDMC-PMKK Centre for Skilling in Smart Cities is an exemplary heritage building of approx. 30,000 sq. Ft., with a capacity of skilling 4,000 youth annually. Catering to healthcare and solar energy sectors, the centre will be managed by one of NSDC’s affiliated training partners - Orion Edutech, which has an impeccable record of training nearly 3 lakh candidates through its network of over 275 skill development centres across the country. On this occasion, a solar-power lab powered by Schneider Electric was also inaugurated.

29-Aug-2017: YUVA – a skill development programme launched

The Union Home Minister Shri Rajnath Singh inaugurated the YUVA – a skill development programme and an initiative by Delhi Police under Pradhan Mantri Kaushal Vikas Yojana.

These kind of initiatives improve the image of the police among common man. It is a big task that Delhi Police has opened skill development training centres in the police stations. Core policing is important for any police, but at the same time the police should also adopt people-friendly measures and increase their social interaction. Efforts are being made so that about 70-80% youth under this project get employment. It is the collective responsibility of the police and the society to bring the youth of the country on right path. He appreciated the fact that Delhi Police has started this project with the same objective in mind.

The ‘YUVA’ initiative by Delhi Police aims to connect with youth by upgrading their skill as per their competencies. It will help them to get a gainful employment under Pradhan Mantri Kaushal Vikas Yojana under the Ministry of Skill Development. Delhi Police has tied up with National Skill Development Corporation (NSDC) and Confederation of Indian Industry (CII) for providing mass job linked skill training for the selected youth. National Skill Development Corporation shall be providing skill training to the youth under ‘Pradhan Mantri Kaushal Vikas Yojana’ (PMKVY) and CII will provide job linked training through its Sector Skill Councils who are connected to industry and thereby provide job guarantee.

A detailed exercise was conducted in all 13 districts of Delhi Police to select the youth in the age of 17-25 years for this training belonging to categories such as School dropouts, Juvenile offenders, Victims of crimes and families in dire state due to incarceration of the bread earner of the family, mostly from the underprivileged colonies.

So far, 2,269 candidates have been selected to be trained by 36 training partners in 45 skills in the next three months. A total of 32 police station buildings have been identified where Skill Development Centers would be opened at the earliest.

The youth coming for skill training in a police station building will be a huge step in building up their confidence and faith in police organization and will go a long way in building a positive image of police in the long run.
