25-Jun-2019: A record number of 2 lakh Indian Muslims will go to Haj this year without any subsidy

Union Minority Affairs Minister Shri Mukhtar Abbas Naqvi inaugurated a two days ‘orientation-cum-training programme’ for Haj 2019 deputationists in New Delhi. He said that the Centre Government has ended “deceit of Haj subsidy” with decisive honesty and transparency and for the first time since Independence, a record number of 2 lakh Indian Muslims will go to Haj this year without any subsidy.

Central Government has taken effective steps to ensure safety and better facilities of Haj pilgrims and emphasised that no negligence will be tolerated in this regard. A total of 620 Haj coordinators, Assistant Haj Officers, Haj Assistants, Doctors, Paramedics etc. have been deployed in Saudi Arabia to assist the Haj pilgrims. These deputationists include a large number of women.

Minority Affairs Minister said that a record number of 2 lakh Indian Muslims will go to Haj this year, that too without any subsidy, through more than 500 flights from 21 embarkation points across the country. While 1 lakh 40 thousand Haj pilgrims will go through Haj Committee of India, 60 thousand Haj pilgrims will go through Haj Group Organisers (HGOs). All the HGOs will have to take 10 thousand Haj pilgrims on the rates decided by Haj Committee of India only.

He said that the number of women Haj pilgrims going without “Mehram” (male companion) this year is double in comparison to last year. 2,340 Muslim women from India will go for Haj without “Mehram” this year while 1180 women had performed Haj last year without “Mehram”. This year too, the Minority Affairs Ministry has made arrangement to send these women on Haj without lottery system. 2 lakh Indian Haj pilgrims include about 48 per cent women.

Saudi Arabia’s decision to increase India’s Haj quota to 2 lakh has ensured that for the first time since Independence, all the Haj applicants from all big states like Uttar Pradesh, West Bengal, Andhra Pradesh, Bihar will go to Haj 2019 as their waiting lists have been cleared due to increase in Haj quota.

A total of 19 health centres (16 in Makkah and 3 in Medina) have been established. Besides, 3 hospitals in Makkah and 1 hospital in Medina have been established to ensure proper health facilities to Haj pilgrims. In the two-day training programme, Haj deputationists will be given all the information about Haj pilgrimage, accommodation in Makkah and Medina, transport, health facilities, safety measures etc.

Haj subsidy had been removed last year, and that transparency ensured that there was no additional unnecessary financial burden on Haj pilgrims. For the first time after Independence, a record number of 1,75,025 Muslims from India performed Haj 2018. These include about 48 per cent women.

Airfare for Haj pilgrimage decreased significantly in 2018 even after removal of Haj subsidy and that pilgrims were able to save a total of about Rs. 57 crore in airfares. GST on Haj pilgrimage has been reduced from 18 per cent to 5 per cent; this will ensure that about Rs. 113 crore will be saved by Haj pilgrims during Haj 2019. Reduction in GST on Haj pilgrimage will ensure significant decrease in air fare at various embarkation points, said the Minister.

The Training of Trainers Programme is being held to make trainers aware of the “Dos and Don’ts” during Haj pilgrimage; it includes information about transport, accommodation in Saudi Arabia and the laws of Saudi Arabia. The training is being imparted by officials from Haj Committee of India; Royal Consulate of Kingdom of Saudi Arabia; Mumbai Municipal Corporation, Saudi Airlines; Air India; Customs and Immigration officials and doctors. More than 600 trainers from different states are participating in the programme. The trainers will then train Haj pilgrims in training camps across the country.

Around 2340 Muslim women from various states of the country have applied to go on Haj 2019 without Mehram. The Minority Affairs Ministry has made arrangement to send these women on Haj without lottery system.

For the first time, the Centre had lifted ban on women going to Haj without Mehram last year, which resulted into about 1300 Indian Muslim women going on Haj 2018 without any male companion. They had been exempted from the lottery system. He said that above 2 lakh 67 thousand applications had been received for Haj 2019 out of which 1,64,902 applications were online.

The Minister said that GST on Haj pilgrimage has been reduced from 18 per cent to 5 per cent which will ensure that about Rs 113 crore will be saved by Haj pilgrims during 2019 Haj. Reduction in GST on Haj pilgrimage will ensure significant decrease in air fare from various embarkation points. Air fare from Srinagar will be reduced by Rs 11377.07, Ahmadabad will be reduced by Rs 7305.95, from Aurangabad by Rs 9373.68, from Delhi by Rs 7967.62, from Gaya by Rs 11027.85, from Guwahati by Rs 13049.63; from Ranchi by Rs 11946.84, from Kolkata by Rs 9787.22, Hyderabad by Rs 7204.87 this year.

Making the Haj process completely online/digital has helped to make the entire Haj process transparent and pro-pilgrims. The Ministry of Minority Affairs, in cooperation with Saudi Arabia Haj Consulate, Haj Committee of India and other concerned agencies, has completed 2019 Haj preparations 3 months before schedule to make this Haj more comfortable for the pilgrims.

30-Jun-2018: Record number of Haj Pilgrims from India this year

Even after ending the Haj subsidy, Rs 57 crore less will be paid to airlines this year for those Haj pilgrims, who are going through Haj Committee of India.

In 2017, a total of Rs 1030 crore was paid to airlines for air fare for 1,24,852 Haj pilgrims. Whereas, in 2018, a total of Rs 973 crore will be paid to airlines for 1,28,702 Haj pilgrims, going through Haj Committee of India.

Shri Naqvi said that a total of 3,55,604 applications had been received for Haj 2018 which included 1,89,217 male and 1,66,387 female applicants. For the first time Muslim women from India are also going to Haj without “Mehram”(male companion). A total of 1308 women are going to Haj this year without “Mehram”.

For the first time after the Independence, record 1,75,025 Muslims from India are going to Haj this year. These include record more than 47 per cent female pilgrims.

14-Mar-2018: Haj Subsidy to be discontinue from Financial Year 2018-19

The Central Government has decided to discontinue the Haj subsidy from the year 2018-19. The amount of Haj subsidy provided by the Government of India reflects in the budget of Ministry of Civil Aviation(MoCA), which is the nodal Ministry responsible for making air travel arrangements for Haj pilgrims identified by the Haj Committee of India(HCoI). Budgetary provision of Rs. 200 crore for the Haj subsidy has been made in the Budget Estimates for 2017-18.

The welfare schemes meant for minorities are implemented by Ministry of Minority Affairs from the budget allocated to the Ministry. An additional allocation of Rs.505 Crore has been made for the Ministry of Minority Affairs for the year 2018-19. It has been decided to allocate bulk of the additional funding for educational empowerment of Minority communities.
